Pets gain happiness through feeding. They gain loyalty through gaining experience. If your pet is already level 60 when you tame it, it may take a very long time of killing enemies before your pet's loyalty will increase. Keep your pet well-fed and continue hunting with your pet; its loyalty will increase eventually.
